Co-sponsor HR.4969, the “Amateur Radio Parity Act of 2014”

HR.4969 would require the FCC, within 120 days of the Bill’s passage, to amend the Part 97 Amateur Service rules to apply PRB-1 coverage to include homeowners’ association regulations and deed restrictions, often referred to as “covenants, conditions, and restrictions” (CC&Rs). PRB-1 states that local governments cannot preclude Amateur Radio communications; they must “reasonably accommodate” amateur operations, and the state and local regulations must be the minimum practicable regulation to accomplish a legitimate governmental interest.

Presently, PRB-1 only applies to state and local zoning laws and ordinances. Since PRB-1 was enacted, the FCC has said several times that it would prefer to have some guidance from Congress before extending the policy to private land-use regulations. HR.4969 will provide that guidance, and give PRB-1 the force of Federal law.

Radio amateurs, while providing a valuable and necessary service to their communities, are frequently and increasingly precluded from installing necessary equipment (antennas, coax, etc) by unreasonable private land-use restrictions, including restrictive CC&R covenants. The net effect of HR.4969 passage will be to suppress those unreasonable restrictions and allow licensed amateurs to install reasonable equipment for practicing our hobby and having the means to serve our communities.

NOAA Weather Radio All Hazards (NWR) is a nationwide network of radio stations broadcasting continuous weather information from the nearest National Weather Service office. NWR broadcasts official warnings, watches, forecasts and other hazard information 24 hours a day, 7 days a week.

Known as the “Voice of NOAA’s National Weather Service,” NWR is provided as a public service by the National Oceanic and Atmospheric Administration, part of the Department of Commerce. NWR numbers 1000 transmitters, covering all 50 states, adjacent coastal waters, Puerto Rico, the U.S. Virgin Islands, and the U.S. Pacific Territories. NWR requires a special radio receiver or scanner capable of picking up the signal. Broadcasts are found in the VHF public service band at these seven frequencies (MHz) listed below.

CNYARA helps with Avon Walk for Breast Cancer – May 10th, 2014

The CNYARA volunteered to help with the Avon Walk for Breast Cancer in Rome, NY on Saturday May 10th, 2014. We had 5 club members that showed up and helped to direct walkers and ensure their saftey. Take a look at the Photo Gallery for a few photos from the day. A good time was had by all!

Oneida County to hold workshop on disasters

The county Health Department will be holding an Emergency Preparedness Workshop next Tuesday to teach citizens what to do in the face of a natural disaster.

Oneida County was hit with several weeks of destructive flooding at different times last year, prompting County Executive Anthony J. Picente Jr. to announce the workshop at the Ava Dorfman Senior Center at 305 East Locust Street.

The workshop will be held from 3 p.m. to 7:30 p.m. on Nov. 19. Participants should register at the website http://www.ocgov.net.

“The events of last summer brought home the reality that Oneida County residents must be prepared to protect their lives and property in the face of a natural disaster,” Picente said.

“Every household in Oneida County should have an emergency supply kit, a well-rehearsed disaster plan and be well-informed about impending threats and how to best respond to them.”

The workshops will each be 20-minutes-long, and will have participants visit a series of stations to learn about various disaster risks and what to do in specific circumstances. Guests will learn what to do with children during an emergency, as well as what to do with family members with special needs and pets.

Participants will be able to build a free emergency preparedness kit, which will include a hand-crank weather radio, a first-aid kit, water storage container, waterproof document holder, a USB flash drive and a children’s book, while supplies last. The first 300 households to register will be guaranteed the kit.

“Each of us has a responsibility to ourselves and our loved ones to be prepared should disaster strike or an emergency occur,” said Phyllis Ellis, the county Director of Health said.
